Important Notice:
These Terms of Service ("Terms," "ToS," or "Agreement") constitute a legally binding agreement between you ("User," "you," or "your") and the Civil Service Commission Regional Office VIII ("we," "us," "our," or "Agency") governing your access to and use of the CSC Training Management System.
The CSC-TMS is designed to:

- Facilitate training registration and certification processes
- Track professional development progress for government employees
- Provide access to training resources and materials
- Support civil service capacity building across Region VIII
Acceptance of Terms
By Using This Service, You Agree To:
- Be bound by these Terms of Service

Your access to and use of the Service is conditioned on your acceptance of and compliance with these Terms. By creating an account, accessing the Service, or using any of its features, you acknowledge that you have read, understood, and agree to be bound by these Terms.

For purposes of these Terms, the following definitions apply:
Agency
The Civil Service Commission Regional Office VIII, a government agency responsible for civil service administration in Region VIII.
Service
The CSC Training Management System platform, including website, applications, features, content, and related services.
User/Participant
Any government employee, civil servant, or authorized individual who registers for and uses the Service.
Account
A unique user account created to access the Service, containing personal and professional information.
Content
All information, data, text, images, documents, training materials, and other materials available through the Service.
Training Program
Any educational or professional development activity, course, seminar, or certification program offered through the Service.
Eligibility Requirements
Who Can Use This Service
To use the CSC-TMS, you must meet all of the following requirements:
Age Requirement
You must be at least 18 years of age or the age of legal majority in your jurisdiction, whichever is greater.
Employment Status
You must be a current government employee, civil servant, or authorized representative of a government agency in the Philippines.
Authority
You must have the legal authority to enter into this Agreement and to use the Service for its intended purposes.
Accurate Information
You must provide accurate, current, and complete information during registration and maintain the accuracy of such information.
Compliance
You must comply with all applicable laws, regulations, and civil service rules.
Important
If you do not meet these eligibility requirements, you are not authorized to use the Service. We reserve the right to verify your eligibility and suspend or terminate accounts that do not meet these requirements.
User Accounts
Account Registration
To access most features of the Service, you must create an account by providing:
- Personal information (name, email, contact details)
- Employment information (agency, position, salary grade)
- Location information (region, province, city/municipality)
- Authentication credentials (username/password or Google OAuth)
Account Security - Your Responsibilities
You Are Responsible For:
- Maintaining the confidentiality of your password and account credentials
- All activities that occur under your account
- Notifying us immediately of any unauthorized access or security breach
- Logging out after each session, especially on shared computers
- Using a strong, unique password
- Not sharing your account with others
Account Information Accuracy
You agree to:
- Provide accurate, truthful, and complete information
- Update your information promptly when changes occur
- Not impersonate any person or entity
- Not create multiple accounts for the same individual
- Not create accounts using false or misleading information
Violations
Providing false information, creating fraudulent accounts, or misrepresenting your identity may result in immediate account suspension or termination and may be subject to administrative or legal action.
Account Termination
You may close your account at any time by contacting us or using the account closure feature. We may suspend or terminate your account if:
- You violate these Terms of Service
- Your account is inactive for an extended period
- Your employment with the government ends
- We are required to do so by law or court order
- Continued provision of the Service to you is no longer commercially viable or legally permissible
Acceptable Use Policy
Permitted Uses
You may use the Service for the following purposes:
- Registering for and participating in authorized training programs
- Accessing training materials and resources
- Tracking your professional development and certifications
- Communicating with CSC staff regarding training-related matters
- Viewing and downloading your training records and certificates
- Updating your profile and account information
General Conduct
You Agree To:
- Use the Service in accordance with applicable laws and regulations
- Respect the rights of other users and the Agency
- Maintain professionalism in all interactions
- Comply with civil service rules and code of conduct
- Use the Service only for legitimate training and professional development purposes
- Report any bugs, security vulnerabilities, or issues you discover
Prohibited Activities
The following activities are strictly prohibited when using the Service:
Security Violations
- Attempting to gain unauthorized access to the Service or other accounts
- Circumventing security features or authentication measures
- Probing, scanning, or testing system vulnerabilities without authorization
- Distributing viruses, malware, or other harmful code
- Conducting denial-of-service attacks or similar disruptions
Account Misuse
- Creating accounts using false, misleading, or stolen information

Illegal Activities

Consequences of Violations
Violations of these prohibitions may result in immediate account suspension or termination, referral to appropriate authorities, civil or criminal liability, and may affect your civil service record and employment status.

- Profile Management: Maintain and update your professional profile
- Certification Tracking: View and track your certifications and completions
- Training Materials: Access course materials and resources
- Notifications: Receive updates about training opportunities and requirements
- Records Access: View and download your training history and certificates
Service Availability
Service Uptime: While we strive to provide continuous availability, the Service may be subject to:
- Scheduled maintenance and updates
- Emergency repairs or security patches
- Technical difficulties or system failures
- Force majeure events beyond our control
Modifications to Service
We reserve the right to:
- Modify, suspend, or discontinue any feature of the Service
- Add new features or functionality
- Change system requirements or technical specifications
- Update the Service to comply with laws or improve security
We will provide reasonable notice of significant changes when feasible, but are not obligated to do so for minor updates or security-related modifications.
Intellectual Property Rights
Ownership of Service
The Service and all of its original content, features, and functionality are owned by the Civil Service Commission and are protected by Philippine and international intellectual property laws.

- Training materials, course content, and educational resources
- Design, graphics, logos, and visual elements
- Database structures and compiled information
- Documentation and user guides
- Trademarks and service marks
Limited License to Use
We grant you a limited, non-exclusive, non-transferable, revocable license to:
- Access and use the Service for its intended purpose
- View and download training materials for personal professional development
- Print or save your own training records and certificates
Restrictions
You may NOT:
- Copy, reproduce, or distribute Service content without authorization
- Modify, create derivative works, or reverse engineer the Service

User Content
By submitting content to the Service (profile information, photos, documents), you:
- Retain ownership of your content

- Agree that we may use your content for training records and administrative purposes
Termination
Termination by You
You may terminate this Agreement at any time by:
- Ceasing all use of the Service
- Requesting account closure through the Service or by contacting us
Termination by Us
We may suspend or terminate your access to the Service immediately, without prior notice or liability, for any reason, including but not limited to:
Grounds for Termination:
- Breach of these Terms of Service
- Violation of applicable laws or regulations
- Fraudulent, abusive, or illegal activity
- Security threats or concerns
- Extended account inactivity
- Termination of government employment
- Request from your employing agency
- Legal or regulatory requirements
Effect of Termination
Upon termination:
- Your right to access and use the Service ceases immediately
- You remain liable for any obligations incurred prior to termination
- We may delete your account data, subject to retention requirements
- Training records may be retained for administrative and legal purposes
- Provisions regarding intellectual property, liability, and indemnification survive termination
Data After Termination
After account termination, we may retain certain information as required by law, for legitimate business purposes, or to protect our rights. Training completion records and certificates may be retained permanently for civil service record-keeping.
Disclaimers and Warranties
"AS IS" Service
THE SERVICE IS PROVIDED ON AN "AS IS" AND "AS AVAILABLE" BASIS WITHOUT WARRANTIES OF ANY KIND, EITHER EXPRESS OR IMPLIED.
What We Don't Warrant
To the fullest extent permitted by law, we disclaim all warranties, including but not limited to:
Uninterrupted Service
We do not warrant that the Service will be uninterrupted, timely, secure, or error-free.
Error-Free Operation
We do not guarantee that defects will be corrected or that the Service is free from viruses or other harmful components.
Accuracy
We do not warrant the accuracy, completeness, or reliability of content or results obtained through the Service.
Fitness for Purpose
We do not warrant that the Service will meet your specific requirements or expectations.

Government Liability Limitations
As a government agency, our liability is further limited by:
- Principles of sovereign immunity
- Limitations under the State Liability Law (Act No. 3083)
- Other applicable laws governing government liability
Note: Some jurisdictions do not allow the exclusion or limitation of liability for consequential or incidental damages. In such jurisdictions, our liability is limited to the greatest extent permitted by law.
Indemnification
You agree to defend, indemnify, and hold harmless the Civil Service Commission Regional Office VIII, its officers, employees, agents, and affiliates from and against any claims, liabilities, damages, losses, costs, or expenses (including reasonable attorneys' fees) arising out of or related to:
Your Use of the Service
Any use or misuse of the Service by you, including violations of these Terms.

Violations of Law

Jurisdiction and Venue
You agree that:
- Any legal action or proceeding arising out of or relating to these Terms or the Service shall be instituted exclusively in the appropriate courts of the Philippines
- You submit to the personal jurisdiction of such courts
- You waive any objection to venue in such courts
Applicable Regulations
Your use of the Service is also subject to:
- Data Privacy Act of 2012 (RA 10173): Governs the collection and processing of personal data
- E-Commerce Act of 2000 (RA 8792): Governs electronic transactions and communications
- Civil Service Law (Executive Order No. 292): Governs civil service rules and regulations
- Other applicable Philippine laws and regulations

Severability and Waiver
Severability
If any provision of these Terms is found to be invalid, illegal, or unenforceable by a court of competent jurisdiction:
- The invalidity of that provision shall not affect the validity of the remaining provisions
- Such provision shall be reformed to the minimum extent necessary to make it valid and enforceable
- The remaining provisions shall continue in full force and effect
Waiver
No waiver of any term or condition of these Terms shall be deemed a further or continuing waiver of such term or condition or any other term or condition. Our failure to assert any right or provision under these Terms shall not constitute a waiver of such right or provision.
Entire Agreement
These Terms of Service, together with our Privacy Policy and any other legal notices or agreements published by us on the Service, constitute the entire agreement between you and the Civil Service Commission Regional Office VIII regarding the Service.
These Terms supersede and replace any prior agreements, understandings, or representations regarding the Service, whether written or oral.
